A Show of Strength: The Punjab Congress Rally in Samrala: A Local Perspective
Rallying Spirits: A Day of Political Vigour in Punjab's Village Bondli, Tehsil Samrala of Ludhiana district.
Prelude to a Political Spectacle
On a bright and sunny Sunday, 11th February 2024, the Punjab Congress organized what it claimed was a monumental rally in the serene village of Bondli, nestled within the Samrala Tehsil of Ludhiana district. The event, graced by the presence of INC President Mr. Mallikarjun Kharge as the Chief Guest, unfolded under perfect weather conditions - a blend of bright sunshine and gentle winds, during the farmer's lean season. The choice of a 6-acre site along the Chandigarh-Ludhiana Highway not only leveraged its easy accessibility but also tapped into a symbolic location that resonates deeply with my own journey, marking my first posting as SDM of Samrala from 1986-88. (Disclaimer: I did not attend personally; spoke to many on phone who did.)
Groundwork and Mobilisation
The rally's foundation was significantly strengthened through diligent groundwork and mobilisation, spearheaded by Raja Gill, a Congress party MLA aspirant and the son of the late Sardar Karam Singh Gill, a distinguished former Punjab Minister. In parallel, the experienced Congress MLA and liquor contractor, Amrik Singh, chose to adopt a more nuanced approach, demonstrating a calculated strategy of political visibility and influence management. It's important to note that the rally unfolded amidst preparations for the Farmers' impending march to Delhi on the 13th of February. However, the Bhartiya Kisan Union (Rajewal), led by Balbir Singh Rajewal—who hails from this very region—opted out of participating in the Delhi march. Consequently, the attendance at the Congress rally was not negatively impacted by the farmers' mobilisation efforts towards the national capital, indicating a deliberate and successful navigation of local political dynamics and sentiments.
Of Speakers and Speeches
The speakers, including Mr. Kharge who addressed the audience in Hindi, faced the challenge of critiquing both the Modi Government at the Centre and the AAP Government in Punjab. This task was particularly pertinent given that AAP's National Convenor, Arvind Kejriwal, had just announced in Khanna—a location merely a stone’s throw away—the previous day, that AAP would be contesting all 13 Lok Sabha seats in Punjab independently, quashing any speculation of an alliance with the Congress Party as part of the broader I.N.D.I. bloc.
Despite Punjab having been under Congress rule from 2017 to 2022, the departure of Captain Amarinder Singh from the CM position towards the end of this period, and his subsequent alignment with the BJP, left little room for speakers to highlight their own Party's achievements. The quality of the speeches varied, with many being considered average; however, the former Deputy CM, Sukhjinder Singh Randhawa, delivered a notably brief speech that found a strong echo among the audience. Adding to the event's dynamics, the conspicuous absence of the controversial Congress figure and former State Unit President, Navjot Singh Sidhu, along with the preceding CM, Charanjit Singh Channi, were symptomatic of the internal conflicts within the Party. It also reflected a broader disinterest in the contest for Punjab's 13 Lok Sabha seats, underscoring the complexities of the state's political landscape, where the Vidhan Sabha elections to the 117 seats arguably draw much more interest.
The Digital Battlefield
Amidst the physical gathering, a parallel confrontation unfolded on the digital terrain. A war of tweets between Punjab Congress President Raja Warring and their arch-rival, the Shiromani Akali Dal, ensued, centering on the rally's turnout. This digital skirmish not only highlighted the evolving nature of political campaigns but also underscored the rally's significance in the broader political landscape of Punjab.
A “Calculated” Assembly
Delving into the logistics, we estimated the capacity for accommodating approximately 35,000 chairs1 for attendees within the 6-acre venue, factoring in space for comfortable seating, aisles, and a stage area2. This meticulous calculation was rooted in my direct knowledge of the site and leveraged insights from maintained local contacts. The compensation provided to the farmer for the ploughed crops further exemplified the rally's preparation and the community's engagement in the political process.
Reflecting on the Rally's Implications
While the rally stands as a testament to the Congress party's organisational capabilities and grassroots support, it's imperative to approach its implications with caution. In the context of the upcoming Lok Sabha elections, where Punjab may witness a four-cornered contest for the first time in many years, this rally's impact on the mood of the electorate remains to be fully discerned. The early days following this event are not sufficient to gauge the political winds, but they certainly set the stage for an intriguing electoral battle ahead.
