10 Worst Fears of Senior Joint Secretaries
10 Worst Fears of Senior Joint Secretaries
These are the worst fears that generally haunt the senior Joint Secretaries serving in Government of India. Although this set is an open secret, no one is willing to openly talk about it, either within the fraternity of the IAS or outside it. This is, of course, only an illustrative list and is by no means exhaustive and, furthermore, the fears have not been listed in any particular order.
If you have any views on this subject, please mention the serial number in order of relevance. You make also like to add to the list any other fears that our senior officers might have.
1. What if I am NOT empanelled as Additional Secretary GOI?
2. What if am prematurely repatriated to my Cadre by the ACC?
3. What if I am put on “compulsory wait” by the ACC?
4. What if I am shifted on lateral, literal or littoral basis by the ACC?
5. What if I suffer collateral damage on account of the tension between my Secretary and the PS to my Minister?
6. What if my Minister (Reviewing Authority and Accepting Authority) demits offices before writing my PAR (performance Appraisal Report)?
7. What if I suffer collateral damage on account of the tension between my Secretary and my Minister?
8. What if all the consultants helping my Division are sacked in one go?
9. What if am rated as VERY GOOD in my PAR?
10. What if my social life is extinguished beyond revival?
ADDENDUM: For the uninitiated, GOI =Government of India; ACC=Appointments Committee of Cabinet; PS=Private Secretary, usually a junior IAS officer; PAR=Performance Appraisal Report, the brand-new avatar of the ACR, the Annual Confidential Report.
Those who want to know what IAS means, should not be reading this note.
